POLICY FOR CONGRESSIONAL TERM LIMITS, RECALL, AND REPEAL OF THE 17TH AMENDMENT

We, the undersigned citizens, call for constitutional reforms designed to reduce the power of career politicians, strengthen accountability to the people, and restore the role of the states in our federal system.

Public office should be public service—not a lifetime career.

When elected officials remain in Washington for decades, political power can become concentrated in the hands of career politicians who may become increasingly removed from the citizens and states they were elected to represent.

We therefore call for constitutional reforms that would:

1. CONGRESSIONAL TERM LIMITS

Establish reasonable term limits for members of the U.S. House of Representatives and U.S. Senate, including limiting Senators to two six-year terms.

The constitutional amendment should also establish House term limits or provide constitutional authority for states to establish term limits for their own U.S. House delegations.

2. RECALL OF MEMBERS OF CONGRESS

Establish a constitutional process allowing voters to initiate the recall of members of Congress who fail to represent their constituents.

The process should include clearly defined recall requirements, verification procedures, appropriate safeguards, and a lawful recall election or other constitutionally authorized process.

3. REPEAL OF THE 17TH AMENDMENT

Repeal the 17th Amendment and restore the selection of U.S. Senators by state legislatures as originally provided under Article I of the Constitution.

This would restore the states' direct institutional representation in the federal government while members of the U.S. House of Representatives would continue to be elected directly by the people.

4. SECURE RECALL PROCESS

Establish a secure, transparent, and verifiable system through which citizens can participate in constitutionally authorized recall efforts.

Any electronic system used for these purposes should include appropriate safeguards to protect voter information and verify legitimate participation.

5. CONSTITUTIONAL PROCESS

Advance these reforms through the constitutional amendment process established by Article V of the United States Constitution and submit proposed amendments to the states for ratification.

OUR POSITION:

We believe elected officials should remain accountable to the citizens and states they represent.

Congressional term limits can limit the development of permanent political careers. A constitutionally established recall process can provide citizens with an additional mechanism for accountability. Repealing the 17th Amendment would restore the states' institutional role in selecting U.S. Senators.

WE DEMAND ACTION:

We call upon Congress and the states to pursue these reforms through the lawful constitutional amendment process.

We the People have the constitutional right to petition our government and to advocate for changes to the Constitution through the procedures established by Article V.
